As a non-profit, non-political organization, we act as a forum and sharing platform for leaders of metropolises, cities, metropolitan areas and regions from across the world.Metropolis is the leading global voice on strengthening metropolitan governance. As the metropolitan section of United Cities and Local Governments (UCLG), we elevate the collective voice of metropolises on the global stage, and help them deliver on their commitments with their citizens and with global agendas.

Metropolis’ mission is to bring together large cities and metropolitan areas to share solutions that improve the quality of metropolitan life. As a diverse, global organization, Metropolis helps its members to address local and global challenges as they exist today, and to anticipate and plan ahead for those of tomorrow.The world’s big cities foster economic development, sustainability, social cohesion and gender equality. Metropolises are where innovation, creativity, progress, productivity, diversity and exchange happen.But they are also scenarios for the world’s most pressing challenges—pollution, environmental degradation, inequality and segregation, unaffordable housing, unsafety, and more.We want to change that. If, as we believe, the future is metropolitan, then big cities must face up to their global responsibilities.

Michel Giraud, then President of the Regional Council of Île-de-France, convened mayors and leaders of large cities from all over the world in Paris to discuss the growing role of metropolises in the world.

As cities come together in Metropolis, they share resources and knowledge to make progress, individually and collectively, on these commitments, and to advocate together for their success. Our shared points of reference are the following global agendas:Sustainable Development Goals (2015)Paris Climate Agreement (2015)Montrèal declaration about Metropolitan Areas (2015)New Urban Agenda (2016)Pact for the Future of Humanity of the United Cities and Local Government (2022) The constant transformation, evolution and, in many cases, growth of metropolitan spaces means that metropolitan realities often exceed jurisdictional boundaries. To achieve sound metropolitan governance, institutions must focus on delivering common goods at the most adequate scale, operating across administrative boundaries, coordinating vertically the actions of different levels of administration, and connecting territories to ensure territorial cohesion and a balanced integration of urban spaces into their natural ecosystems.

Citizen-led energy initiatives in Europe and beyond play a pivotal role in global energy transition. This type of citizen action is reshaping the way we think about the generation, use and management of clean energy in large urban areas.
This Lab explores the governance, participation models, and enabling environments for local energy communities, with input from EU experts and the COMANAGE project.

[H2] Urban Governance in the Metaverse

Cities across the world are turning to AI-powered solutions that overcome the limitations of the first-generation Smart-City responses to key issues such as housing, social inclusion or the climate transition. The Citiverse —the metaverse adapted to public needs— offers a space for cities to test these solutions, while also raising important questions about the technological, ethical and policy standards that need to be met.
In close collaboration with the Metaverse Institute and the Guangzhou Institute for Urban Innovation, this Solutions Lab allows city governments to explore the possibilities and challenges that the Metaverse offers for metropolises worldwide.
